Regarding the September 24 rumor, Soshified Philippines had this to say:

Please stop asking, or posting rumors regarding SNSD’s concert here in the Philippines. As of now, there’s no OFFICIAL announcement from SME whether the girls will hold the said event here. Still, let’s keep our hopes high for this year and save up money just in case.

Although it is very likely that a concert will be held on that date, there’s still no official statement from SM entertainment or any organizers in the Philippines. It is better that you just save money for VIP tickets in case that this rumor be true.
